The problem is that the passive/index funds outsource voting to shareholder services companies, which are controlled by activists who act in a manner contrary to the interests of shareholders.
This is probably the biggest class-action opportunity in history.

Still experiencing this issue daily ever since V11 was released. The car wants to take this exit when it shouldn't. Sometimes with a turn signal, sometimes without. Nav says go straight. Even in the right lane, it will try to take that exit daily as well. @elonmusk
